Somebody who provides a straight answer as to what you can walk into Pep
Boys (in spite of their inflated prices) or NAPA (my kind of place) and
pick up off the shelf that will make a difference without costing half a
week's pay is much appreciated.

First off, you won't find E-codes or most any H4 at Pep Boys o NAPA
because they are not street legal (though commonly used as other folks
have mentioned). I _have_ failed state inspections with them...but not
for the reason you might think: They lack the alignment nubs needed to
align the headlights.
The best readily available solution is the cheap halogen sealed beams
from Walmart. You get a better light than the T3's but with the same bad
US-spec optics which scatter the light. The lamps that are most
disturbing are US-spec lamps with bright bulbs... E-codes can be twice
as bright and still not dazzle if properly aligned.
For inexpensive E-code H4's I've used AutoPals. These seem to be a Hella
knockoff and are as good as the Bosch/Hellas (though a clear step below
the Ciebi's/Carellos, etc.

This latter set includes an H4 low beam and a 100W H1 high beam. You'd
need a relay to safely run the H1's.
With any of these (or even with the stock T3's) a relay will give you
more light with whatever you use.
