emissions testing: <VV> Arizona exemption - SEMA activity - Maybe some Vair!

When Ohio had E-check, there was a similar exemption for "collector cars". 
Their legal definition of "collector car", one of the ways a person could 
register any car, was (not an exact quote)  Had to have a value over $100 
and not be primary transportation...I'd have to say anything that runs has a 
value over $100 and if you have more than one car, neither would be "primary 
transportation".  Corvairs and all other cars over 25 years old (I think) 
were exempt, so there was no incentive to register a Corvair that way.  This 
was true when I first bought my 64 in 1997, may have changed between then 
and this year, when we no longer had E-check.
