Could be several reasons.
1. He "re-vin'ed it".
For those of you not aware of the practice---and all but the newest are--the
VIN plate could have been removed from the vehicle and replaced with a VIN
Plate the owner had a good title for, but there is a "hidden VIN" that can
be found if you know where to look, and most of those here KNOW where to
look. If the numbers don't match, there's a problem.
2. Perhaps it's been wrecked and there's a CARFAX report on the car he
doesn't want you to find out about.
3. The vehicle was re-VIN'ed because it was stolen. Re-VINs are sometimes
done to save a car for which a legal title cannot be obtained. That's
illegal, but even this ex-deputy would turn his head if it kept the car on
the road.
If it's STOLEN, that's a horse of another size and color.
This has been debated here before, and most don't agree with the head turn,
but to each their own. I have mentioned that the only reason to re-vin an
car and keep it is for your own pleasure, and you'd have to keep it in the
family. You don't do it to sell a car.
IMO There's nothing worse than a man stealing another man's machine, be it a
car or a motorcycle. That's just cold beyond grasp.
