That's normally plugged carburator idle circuits......or a weak fuelpump

Since you've rebiult Everything..take 10 minutes and dismantle the 
carbs...blow out the passages....you'll probably be suprised at what's in the bowls...

Then do a fuel pump volume test as described in the manuals...
