Looks like I can either get it rebuilt or look for a good used one. Which option makes the most sense? Are any special tools required to rebuild a 4-spd?

Smitty says: taking one apart and then putting it together is not brain surgery. But don't even try without a GM manual laying right beside you. Follow it step by step. The only thing close to a special tool you will need is a large pair of expanding snap ring pliars with flat ends to take the large end snap rings off with. A brass hammer or dead blow hammer can help in knocking some gears off that are a light press fit. Do not hit any gears or parts with a steel face hammer. They can shatter like glass. Poor exploded view of parts in the manual. The exploded view in the Clarks book will help you get used to parts nomenclature.
Parts availability varies from club to club. The guys in our club often give each other parts. Other locations members would think nothing of charging you $50 or more for a tranny. If you can get one for that much that appears good inside then start with that one for a rebuild. The cost of just two or three bad parts cost can blow a months fun money easily.
