i tried the essence of this reply, and it was rejected by moderator with out reason, so if i'm doing something wrong i appoligize. Arjay Morgan mentioned the mechanics lien law as a way to get a title. I have used the kaw to get multiple titles ,but i also referenced that its a bit more complicated. you have to advertise,you have to send certified notices to the owner and lienholder etc . but the essence is correct. But and its a big but the statute assumes the person who delivered the car to be worked on is the title holder. thats where it can get sticky. An easier route, for a no title car probably ,in that regard, is to use the tow truck lien law, because they don't have to know the owner, but like all things, you need cooperative people. the tow truck company has to bestate lic etc. because there is always an identity theft issue when your going to the dmv seeking info on registered owner's since id theft issuch a hot issue.
