i have always for years, on any new fuel pump, "reloaded" the diaphram by
loosening the screws and making sure the lever or pushrod is in full up position
, then retightening the screws.
this was recommended to me by an old time parts store owner back in the 60's.
still sounds like good advice to me. it could save stretching the diaphram
too tight against the rod crimp in the center?
anyhow its worked for me, i think.
