<VV> no hot idle

I would definitely look at the CLUSTER.....that small hole on top of it goes 
down through a small tube...the end is swedged down to something like 0.015"   
 [  wire brush  wire is small enough to get thru....]

Then as Craig mentioned.....plug the VA......get the idle down to 500  in 
Neutral  after the engine is fully heat soaked....

Also,  have you disconnected one oth the carb linkages...and checked to see 
if the engine runs the same on 3 cyl at a time.....??
