<VV> mystery noise, and expanding belts?

Was this a NEW belt, new belt will stretch to their maximum length very
soon after driving with it on. Many re-occurring failures are from
installing new belts and not re-adjusting after a few miles.
Re-tighten to finger tight and drive on....

I posted a few days ago about a mystery clicky noise
under the driver side dash. Couple replies about
speedo cables, but not much else. Yesterday, I got in
the car and it started doing it again, before I even
started the car (key in ON position). Some crawling
around and feeling led me to the wiper motor, of all
things. You could feel the vibration on the motor. A
few cycles of the wipers (they were off) and the noise
and vibration disappeared. Is this a wiper motor
dying?
Also, had a bunch of miles yesterday. I had checked
belt tightness and tightened it up to finger tight on
the generator fan a week ago. By the time I got done
with all the driving, it was VERY loose, and I was
amazed it didn't fall off. I'll check the belt
against my spare for length. Is stretching a common
failure mode?
