As an alternative to filing the surfaces flat, we used to 'lap' the heads of 
of old Harley Davidson flat head engines.  We would use a piece of fine wet 
or dry sand paper stretched over a piece of glass.  Set the surface to be 
lapped doen on the paper and move in a small figure 8 pattern.   Do a small 
amount and check the surface for a consistant surface finish.
