<VV> strange dash noise

Ok folks, time for a quiz.  I am having an
intermittent noise from under my dash on the driver
side.  Sounds like a telegraph on speed - very fast
clicking metallic type sound.  It is not dependant on
road inputs or speed.  It has happened when I start
the car recently, and over a 30 minute drive,
gradually disappeared.  On restarting a few hours
later, it was back.  Wiper switch, headlights, fan on
or off do not change the noise.  I thought maybe there
is a voltage regulator for the gauges, but I don't see
one in my assembly manual or Clark's catalog.  What
could make this funny noise?  Car is a 64 monza
convert.

I have a new headlight switch, because my dash lights
are very dim and turning the adjuster doesn't seem to
really do anything.  Any possible tie-ins here?
