The Jones Act does NOT prevent a foreign-flag vessel from carrying
distillate into a US port from a foreign port. The Jones Act prevents a
foreign-flag vessel from carrying a cargo BETWEEN 2 or more US ports.
Suspension of the Jones Act will allow a foreign-flag vessel to carry
gasoline from say Galveston to Philadelphia, or Galveston to Savannah, as
well as carrying partial cargos from say Venezuela to Savannah and the
balance to Philly....just as examples!
