If the gauge goes to full when the system is open (wire off) then that 
must tell you that the winding on the sender is not open -- so somehow, 
either that new float doesn't (float) or the sender is somehow shorted, 
meaning the ground works just fine.

You don't have a LM sender in an Early (or visa versa) by any chance? I 
don't know if they even fit, but they do work backwards from each other 
as I recall ...
