yes you can get tubes and flaps for 13 inch tires. one of the sets of wheels 
had about a whole roll of duct tape instead of the flap...what a pain !
i sold both sets of mine many years ago. one set went to glens falls , the 
other i dont know.  i do not miss them , other than the great looks.  
by the way my rampy is about to become a group red member for a while this 
winter, it got put in my shop yesterday ready to jack up and get a new engine, 
along with other new upgrades.
