Thanks to all for all the leads. I have gone to all of them electronically 
and some by phone.  What I have found so far is 4340 is only available in 3" 
and larger tubing or smaller round bar stock (or plate). What I have not 
found is someone who can tell me if it is made in smaller tubing. However, I 
haven't called the most promising folks yet and talked to someone who knows. 
So far, the lead to the http://www.chassisshop.com/ - has cut to order 
prices and their prices are the best. They  also have roll bar/cage tubing, 
some pre-bent and exhaust tubing.

An option is to use 4340 round bar stock and gun drill or accept the weight 
and machine for the flange I intend on using, or, find another flange.

I can heat treat 4130 (carefully) and it will probably be ok, as long as the 
correct welding rod is used with proper pre-heat.

It it all works I'll tell you about it. If not, well, I'll probably spill it 
anyway! LOL!
