Lots of Liquid Wrench, loosen the lug nuts a couple of turns and (especially 
if it is a front wheel) some sharp turns at about 20 MPH in a deserted parking 
lot.  When you get it off be sure to sand the wheel to get the rusty areas 
smooth again and put a thin film of high temp brake grease on the drum and wheel 
where they meet.
