<VV> High RPM 140 HP

I´m located in Colombia, I receive a lot of suggestions for my belt
problems a time ago, finally it works ok  thank you, Right now I have
a problem at high RPM Above 4400 aprox, the engine does not go in
good order, I check, Plugs, I installed an electronic ignition,
Carbs, I´m at 8600 hunred feet above sea level, What Do you Think a
mechanic told me that may be the problem is the valve springs, or the
lifters.

It is with a 4 Speed Trans.
