Mark,

Yes, pretty much all states will be changing seat belt usage to a primary 
law.  This is because the Feds are pulling another one of their strong-arm 
maneuvers.  The states will do this or they will face the loss of federal funds.  
First, I think that the use of seatbelts is a good thing.  However, I object to 
the feds requiring it and the sleazy way they force their will on what, is by 
law, a state issue if it is even the state's right at all.

Second, I doubt that we would be able to get a dealership to touch our cars 
with a safety related nonstandard part.  Even though a properly installed 3 
point belt is an improvement, they still realize that it is a liability issue in 
today's litigious environment.

Don't get me started.
