Sounds like a too rich mixture.  Is the engine warmed up or cold?  Is the 
choke pulloff working when the engine is cold?  Is the choke opening fully?  I 
had a similar problem when one carb was not opening as fast as the other one.  
Are both carbs drawing the same amount of air at "tip in?"--easy to check if 
you have a Unisyn or similar tool.  I guess it could be electrical, but doesn't 
sound like it from my experience.  That's all I've got.  Best of luck with it.
