<VV> Large oval floor plugs

So I have here a box with 5 oval floor plugs, 4 for the floor and one 
for the bottom of the trunk on my 65 Corsa.

* should they be installed with some sealer around them? There's no 
signs that there was ever sealer originally but they look like they 
should have.

* they LOOK like they should install with the depressed center section 
DOWN. But the screw holes only line up with the center section UP. 
What's the right way?

* do these things serve any practical purpose? Why would the factory 
punch the floor and trunk bottom with fancy oval holes, only to cover 
them with plates?
