Hi Geoff,
Here's my take on this engine. Since production of the '64s started in Sept 
of 1963, and your engine is dated July, 1963, I'd conclude that your engine was 
involved in the transition to the 164 cid design. Thus this wasn't a mid-year 
change but a late-in-the-model-year change.
