An ohmeter will be better than a voltmeter. Measure from the electrical stud
to the metal base of the sending unit. Assuming you've removed the sending
unit from the tank.  Zero ohms (or close to) when empty; 40 or so full. That
said, without the gas lubricating the wiper and resistance, it may be
intermittent as you swipe the float arm from one end to the other.
