Sure sounds like a vacuum leak.  Especially if it
does that cold, when the chokes have it running
rich, admitting extra air will make it speed up.  But
that doesn't mean more power, and it will run
terrible in gear.

Don't guess, go direct. Pull the line off the balance tube
and see if the speed changes.  Plug it with a bolt or
a golf tee and see if the problem goes away.  And
listen for that telltale hissing sound.
