The vent is supposed to have a rubber seal connected to a bi-metal strip.
When the engine is hot the vent opens but is supposed to close when it
cools off. Might be missing.

I beg to disagree here. The vent at the base of a late model Corvair carb
is a rubber seal but just a small spring steel piece holding it. It is not
bi-metal and has nothing to do with temperature. When the carb is returned
to the idle position, the vent opens and as soon as you open the throttle,
it closes. It also has enough "slop" in the rubber stub that it is probably
sucked closed at idle and only acts as a vent when the engine is off.
