Actually, according to OnStar/GM that is not the case. No Black Helicopters

OnStar only obtains the location of a vehicle when a user initiates a
request for service, there is an Air Bag Deployment, Advanced Automatic Crash
Notification is triggered or when required to do so by a valid court order in
criminal procedures.
