Thanks for all the excellent ideas, everyone.  I tried the easiest sounding
solution first, and it worked.  

I sprayed the bolt holes and center hub with PB Blaster, let it sit a few
hours, sprayed some more, whacked the rim about 20 times with a rubber
mallet, and bingo!

Driving the car to loosen it was not really an option, since that tire was
truly FLAT, and would not hold air.  I was afraid it would damage the rim if
I drove it.  It has been on a jack stand for a while, until I could get the
engine running.
