East - Two ballots received, each with two names marked (Vote for 1)

Central - One Ballot received with neither name marked (vote for 1)
(Return name and address sticker on Ballot )

West - Two Ballots received, both with neither name marked (Vote for 2)
(Return name and address sticker on one ballot)
