In regards to the no self-serve issue, Oregon bureaucrats like to bring out the "entry-level jobs/safety" horse and flog it to death every time the issue is brought up. Even though you don't see many "entry-level" people jockeying the pumps they say it's all about the economy, stupid. And, of course, the safety thing...well, you know you read everyday about the hundreds of gas station explosions and the carnage caused by self-serve stations throughout the other 48 states. Self-serve apparently doesn't save much more than about 2-3 cents/gallon across the big river in Washington. Average regular in Portland is $2.30 ($2.23 near me), Premium is $2.50.
Another thing in Oregon that may surprise some (although some other states are similar) is all the liquor stores are strictly state run. There aren't many of them and their hours are from 9am to 7pm, with most closed on Sunday. You can get beer and wine in markets and 7-11s.
FYI: Within walking distance of the host hotel is a Safeway market, the usual fast-food joints, and a large shopping mall.
