<VV> Starting Fluid - empty carbs? bad fuel pump?

if my vair sits to long i need to run the starter a bit to refill the carbs.
then if i pump her several times she will start just fine
then you have to work hard at keeping your foot off the gas until she warms
up a bit
this used to be more of a problem before i changed fuel pumps
for the first start of the year i have taken the air clearer off and poured
a small amount of gas down each side to "prime" her for her first start,
probably not a good idea either
