I'm with Bob that the choke settings are primary suspects... 

But was this problem present _before_ the Ignitor? And if not, are you feeding a full 12v to the Ignitor and reduced voltage from the resistor wire to the coil?

Ignitors (in some cars) exhibit symptoms similar to this when fed reduced voltage.
