It doesn't really, all else being equal - look at where the mechanical pump 
is located. Of course with a lot of suction you can collapse a hose. You 
are also limited to how high you can pull (interesting things happen is you 
try to pull over about 12.7 psi) which are not an issue with push.

That said an due to the above a electric pump can have some interesting and 
frustrating failure modes since most can both develop more pressure and 
move more volume than the stock pump.
