Seems like you only need three things for the Great Race:
1) Dead reliable car (preferably made before 1930 for maximum reduction) 
but at least 45 years old.
2) Willingness to rebuild replace almost everything except the basic 
structure including major modification to brakes, fuel system,  cooling 
system, and electrics.

3) Lots and lots of money (better, a corporate sponsor)

Is easier if you can start with something that already has juice brakes, a 
12v electric system, 100 gal gas tank, and a really good cooling system..

Anyone know why " 19.       Tachometers are prohibited.  If the vehicle had 
an original tachometer it must be disconnected and will be sealed at 
Technical Inspection." To me this makes no sense particularly  in light of 
the required modifications such as "6.         Electrical turn signals, 
front and rear".

Other than that, it sounds like a lot of fun.
