In Calif.  the STATE is responsible AFTER they issue YOU  a title.....no one 
can touch it!

That's why if you have NO / Shaky paperwork on a car....they make you buy 
"Title Insurance"...to protect the state!

I've known of 2 cars.....recognized by the previous owners......out of 
state........that were not taken!

BOTH  had been stolen......owners had no insurance coverage for 
theft......car was abandoned in another state.....sold at LIEN.......and resold!

Myself.....a few yrs. back.....stopped for a snack.....guy  had the cops at 
the trailer the car was on....waitng for me....ggggg...in SoCal......

Luckily, I was delivering the vehicle...had the title!  But my ladyfriend  
never went with me to deliver a car......ever again! gg
