I've attached another explanation of the bill from the MD Senate site.  This 
one is a little easier to read.  It also shows how much money the state will 
lose and how much they will have to spend to adopt this bill.  Knowing MD, 
they won't want to lose or spend any money.  If it does pass then we should 
be wary of what will come next, since they will want to make this money back 
somehow.
