In the shop manual where it says to make sure the hole in 
the side of the pushrod is at the top, it's referring to being at the
cylinder 
head  side of the engine.  Remember this was the first flat engine GM
built and the tech  
writers think of the heads as being at the top of the engine>

Smitty says: Right Ed and this is akin to trying to put the "U" up when
installing the pushrod guides.  Same tech writer was probably observing
the engineers assemble an engine which was mounted on a rotating fixture
which could bring either head to the "up" position for ease of assembly. 
In fact it appears that in that part of the assembly the engine may have
been rotated at least partially upside down to make pushrod tube
installation easier.  Why else would the tech writer not call attention
to the fact that the "U" was not only "up" but was also upside down as
installed.
