Well folks......
The decision is.....toward the driver.  Since it seems that it can be found
in either configuration, why not point it at the seat in the car that is
ALWAYS occupied.

 My friend has an unmolested original low mileage AirVair. I doubt the car
has ever been touched. I'll check with him tonight and post his response (if
any). I once had a low mileage original '65 and it was definitely toward the
driver.
 
However, as with any production item if it could be put together more than
one way it was!!
