Back in the day of the Corvair, on most tires the layer of rubber just 
under the blackwall was white. To create a whitewall, a circle of the 
appropriate width of the top layer was just removed from the tire. Kits 
also existed to change the white surface underneath to any desired color 
(red, blue, and gold were popular).

might be of interest, they seem to have both whitewall machines and color 
change kits. Might just see if there is a retreader in your area.
