<VV> Windshield panel replacement

I am working on replacing a windshield panel in a 65 corsa convertible. I am 
not quite sure how to attach it to the existing dash panel. Would anyone know 
if you should weld it underneath or over the top of the dash? I am also 
wondering wether or not I should cut out the entire existing piece or leave some of 
it together. If anyone can help me with this dillema I would greatly 
appreciate it. Thank you very much.
