<VV> Steering coupler

Well, I must have stumped the crowd! I didn't get one response to my question about the washers in the steering coupler. I don't see how all this goes together, and there is nothing in the manuals that show a coupler view. These are the washers, http://vaxxine.com/tomspage/couplerwashers.jpg  can anyone give me an idea if they are all used, or just the rusty outside one that keeps the rubber compliance fitting in.
