The noisy lifter and the oil smoke at startup are almost certainly not
related. The lifter may just need to be replaced or it may cure itself
with an oil change. Assuming it goes away in a minute or two, it's
probably not going to hurt anything.
The puff of smoke (oil smoke) at startup could be from rings, valves stem
seals, or since it's a turbo, a small amount of oil seeping past the carbon
seal in the turbo and being burned off when it gets sucked into the engine
at startup. Does the engine use much oil? If not, I wouldn't worry about
it. But keep an eye on the exhaust -- a turbo oil seal can start leaking a
lot more oil quite suddenly.
