<VV> PowerGlide Question

I know there are some PowerGlide Wizards out there.   A friend was telling about a problem he was having with the PG in his '60 Corvair.  In the 70's the engine was replaced with a 164 cu in.  Ever since then the shift lever will not go into the low position.  It will go into drive neutral and reverse just fine.  While in drive it starts out in low and shifts up, it will not downshift.   Any suggestions?
