Sure sounds like you have the throttle linkage from the trans to crossbar 
mis-adjusted....

1  disconnect at crossbar

2  hold carbs at WOT

3  PULL  on throttle rod from trans until you feel a "detent"  and it moves 
the last bit.

4   HOLDING POSITIONS.....adjust turnbuckle to SLIP  in hole..

5    DRIVE IT

6     Adjust turnbucle  1 turn at a time  to adjust shifting point[s].
