Travis, Check the following:
1. Shoes in correct position, short and thin facing the front, long and thicker facing the rear of the car.
2. Parking brake releasing all the way . Note that the parking brake works more efficiently in forward than reverse.
3. Are the shoes seating against the anchor pin at the top. Are all of the retractor springs in place
4. If shoes not seating and no obvious visible reason might have a rubber line restriction. Open bleeder to see if there is residual pressure in the line.
5. Adjustment may be too tight. Linings will expand some when they get hot. There should no drag between shoes and linings when the drum is installed.
