I've never done an econo-run, but I have to agree with what you say here.
I'd add a further step. When near full, the car should be gently shaken
side to side by the "filler" person so as to allow an opportunity for any
trapped air to escape out the filler neck. After the fuel settles, it
should then be topped off to the predetermined level inside the filler neck.
Attachments (if any) are scanned with anti-virus software.
