Hi Ron,

It appears to be the extension piece for a "Continental Kit", where the spare tire is mounted upright out in the open. This was a rather unpopular aftermarket option for Corvairs, since it made their rearward weight bias considerably greater and made it hard to get into the engine compartment as well. It is pretty rare but I doubt if it is very valuable.
