Part of what you have observed might be tied to the smog/CAFE 
regulations. The factory projects what equipment (and how) will affect 
their meeting those standards, and calculates how many of which 
equipment to plan on building. They lock in that figure in their 
production plans, and can't go beyond that percentage without messing up 
their government mandated levels. So it's not that they CAN'T build it, 
but that they dare not, public demand be damned.
