I spent 37 years in the machine tool business and if I remember right, a
filter should always go on the pressure side of a pump. So on a Corvair
that would be between the pump and the carb inlet...just like GM did by
putting the filter in the carb inlet.
As far as upholstery hog rings go, how about small plastic wire ties? The
damn things are indestructable and should hold as well as wire and all you
need is an ice pick to punch a hole in the upholstery and a side cutter to
tighten and snip off the excess!
