The choke housing is heated by a pipe that runs to the base of the turbo
charger and is heated by (I believe) exhaust gasses. The reason you are
seeing black soot there is because most turbos tend to run rich; and you are
seeing the same soot that you'll find on the exhaust pipe outlet on the
turbo that the carb you are looking at came from.
