David,when you get the choke coils out,a piece of 1/4-20 threaded rod should pretty much fall thru the hole the rod is in..the rod may be bent,too..if this was someone else's car,the choke coil and bracket COULD be flipped ..i did manage once to sneak the business in without removing the exhaust manifold-put the rod up,turn the coil/bracket sideways ,put the rod in--the tough part--,then turn the bracket to fit in the recess..it may take a few minutes using ALL your "gentle words",but it may save a major exhaust system job ,unless it's been off recently..a moderate whack with a cold chisel will loosen the rivet enough to unscrew it w/pliers, use 2 screwdrivers to rock the bracket some:sheetmetal screws NO LONGer than 1/4 ",or the head will snap off...Tom
