Then the battery is 'dead'. A
fully charged battery is 12.6; 12.4 is 3/4 charge; 12.2 is 1/2 charge; and
12.0 and lower is dead.
I'd be surprised if it started with 11.5 volts.
Now I'm ASSUMING we're reading the voltage at the battery with a DVM.
